The Omsk Reconstruction Authority is a potential country in Western Siberia. It appears if Zlatoust manages to defeat any of the Western Siberia unifiers.
Lore
The state is a puppet of the Ural Republic is led by an authoritarian democratic government led by Viktor Grigoriev.
Not much is known about the state's lore however it is believed to be a government tasked with repairing Omsk from the damage the Siberian Black League done to the people and province. The Reconstruction Authority includes the few members of the Black League who didn't fully commit to the "Great Trial".
