Russian Liberation Army
The Russian Liberation Army, also known as the Committee for the Liberation of the Peoples of Russia, is a Russian warlord state based in the city of Samara. It is controlled by the eponymous Committee for the Liberation of the Peoples of Russia, a political organisation led by former Soviet general Andrey Vlasov that seeks to unite Russia under an anti-communist government. It borders the Republic of Tatarstan to the north, the Military Control Commission in Gorky to the north-west, the Vyatka Governorate to the north-east, the Kazakh Soviet Socialist Republic to the south, the Republic of Bashkortostan and the Orenburg Communes to the east; and Reichskommissariat Moskowien to the west.
History
The Russian Liberation Army (ROA) was formed by the Greater Germanic Reich from Soviet World War II prisoners of war and deserters under the leadership of General Andrey Vlasov, who agreed to collaborate after he was captured. In propaganda, the ROA was depicted as a proud Russian army fighting the Bolshevik menace. Reality was much less flattering to the ROA: Instead of being welcomed as liberators by their countrymen, the ROA was often greeted with rocks and insults.
After the Great Patriotic War ended in victory for Germany, the ROA was formally established as a collaborator organisation to bolster the newly-formed Reichskommissariat Moskowien. However, with the great Bolshevik threat convulsing and tearing at itself, rival collaborationist groups could no longer reconcile their differences, and the ROA was not a favourite of the Reich.
With the West Russian Revolutionary Front preparing another strike from the east, Vlasov realised that this was the perfect opportunity to save his men, and himself, from the bleak fate that inevitably waited for them under the wings of the Reich's eagle. He came to an agreement with the leadership of the Russian All-Military Union, who also decided that they could stay under the shadow of the jackboot no longer; the German was their enemy just as much as the Bolshevik.
When the WRRF struck in 1956, in what would be known as the West Russian War, Vlasov volunteered to lead the charge of collaborationist forces towards the east, an endeavour that the Germans perceived as an old collaborator seeking to prove his usefulness. He also established the Committee for the Liberation of the Peoples of Russia (KONR), the embryo of a future anti-communist Russian Republic. In 1957, as the tide of the war started turning against the WRRF, the ROA marched onto the gates of the Front's capital, Samara.
After months of bitter and brutal fighting over the fortified city, Samara fell to the Russian Liberation Army, becoming the new bastion of anti-communism in West Russia and forcing the Front to retreat. As German troops marched eastward to secure the A-A line once more, they expected the collaborators to be loyal but were ambushed by ROA and ROVS troops, who seized the eastern parts of RK Moskowien as their own fiefdoms, from which they would try to reunify Russia under their vision.

The officers area are a disjointed mix of Red Army POWs who chose to join during the West Russian War rather than be sent to a POW camp, and white emigres who joined on a great crusade against Communism. The common soldiers were forced to join, originally being drafted at gunpoint by the Germans.
They fought with desperation and managed to help turn the tide of the West-Russian War in the sector around Samara. Today, they are feared across Russia as an army of veterans with iron discipline who were forged in the fires of the war.
Air force
Samara is one of the few Russian warlord factions to have an air force at their disposal, consisting of Soviet fighters dating back to WW2.
Foreign relations
While the ROA originated as German collaborators, they're also acclaimed for their betrayal against the Reich in the West Russian War, which marked the first Russian victory against Germany in the 20th century.
They have a poor relationship with the Germans, who have labeled them as mutineers and now have made it impossible for them to ever return west.
