Second Philippine Republic
The Second Philippine Republic (Republika ng Pilipinas), officially known as the Republic of the Philippines, is a Japanese satellite state in Southeast Asia established on the Philippines following World War II. They are a member of the Greater East Asia Co-Prosperity Sphere. While it holds de jure sovereignty over all of the Philippine Islands, the KALIBAPI-run government only controls Southern Luzon, Palawan and half Visayas on behalf of the 14th Army of the Empire of Japan; the north and south are under the effective control of the unrecognised All-Filipino Revolutionary Socialist Republic and Free Philippine Republic, respectively.
History
On December 08, 1941, the Empire of Japan would invade the Philippines. By 1942, the Japanese forces would completely occupy the archipelago following the surrender of American and Filipino troops during the Battle of Bataan. The Japanese established control over the islands and sought to create a collaborationist government to legitimize their rule. On October 14, 1943, the Japanese officially established the Second Philippine Republic with Jose P. Laurel as its first president, leading the Kapisanan ng Paglilingkod sa Bagong Pilipinas or known as the KALIBAPI. The republic was set up with its capital based in Manila. The Japanese hoped that this government would help them control the population and resources of the Philippines more effectively.
The establishment of the Second Philippine Republic was met with resistance from many Filipinos who opposed Japanese occupation. The resistance, primarily the Hukbalahap and the remnants of the Commonwealth, would conduct guerilla warfare against the Laurelist regime. As a result, the government faced numerous challenges, including economic difficulties, lack of popular support, and continued guerrilla warfare by Filipino resistance groups that have still been fighting against both the Japanese occupiers and the collaborationist government. When World War II ended in 1945, resistance would continue. The north would be dominated by the Hukbalahap and the south would be dominated by the remnants of the Commonwealth.
On November 6, 1959, José Yulo, a former Senator, succeeded Jose P. Laurel as President of the Philippines after the latter's death from myocardial infarction and cerebral hemorrhage. In the same year, the Hukbalahap would attempt an Socialist revolution while in the south, the Commonwealth remnants would rise up. The 14th Army would assist the Philippine Army in fighting against the Commonwealth remnants and Hukbalahap. In 1961, a ceasefire would be called. The Hukbalahap had retreated back to the Cordilleras while the Commonwealth remnants would be stemmed in Visayas and Mindanao. The Second Republic is virtually despised by everyone and has little legitimacy backing it up and as the weight of the Huks and Commonwealth remnants threaten to crush the fragile republic.
National Politics
The Second Philippine Republic is led by the KALIBAPI under President José Yulo, which traces its roots to back to WW2. The Second Republic is propped up by Japanese bureaucrats and their Filipino collaborators, creating a sham democracy that proclaims their independence, but nonetheless remains tied to the Sphere. Any seditious behavior is also a warrant to face arrest. The Second Republic struggles to win the hearts of the population it rules over and struggles to maintain order in the countryside, unable to finish off the communist and Filipino-American partisans still fighting to liberate the archipelago. In most cases, it's not a question of whether Manila will fall but who will get there first.
The KALIBAPI itself is divided between Quintín Paredes and his fellow Laurelists, Claro M. Recto and his fellow Nationalists, and Sergio Osmeña Jr. and his fellow Reformists. They all represent the Parliamentary Faction within the KALIBAPI and are united under Yulo's leadership.
The Second Republic does not have a formalized armed forces. Instead, the KALIBAPI is reliant on a vestigial Philippine Constabulary and the MAKAPILI auxiliaries as its self-defense forces. However, the Japanese 14th Army has the final say on its operations.
