Attack Group Steiner
The Attack Group Steiner (German: Angriffsgruppe Steiner) is a warlord state that breaks away from the Greater Germanic Reich after Reinhard Heydrich wins the German Civil War. Attack Group Steiner is likely based on the historical Army Detachment Steiner, a ragtag band of SS and Wehrmacht divisions that Hitler ordered Steiner to mount an attack with during the Battle of Berlin. They control the states of Hessen and Thüringen. Steiner's men are unquestionably loyal to their superior, as he manages to command respect from both the Wehrmacht and the SS. It's mostly comprised of Wehrmacht and SS soldiers who are united by their mutual admiration for Steiner.
Angriffsgruppe Standoff
Steiner, commander of the Wiking Panzer Division, has taken up arms and formed a government in Franckfurt. With a large pool of manpower, he has managed to take control of the nearby region. Members of the Wehrmacht who found themselves unwilling to join Gehlen's Rebellion in the south opted instead for the comparatively safety and security that Steiner offered. With the liberal use of hostages, coercion, blackmail, kidnapping, and more, Steiner has, for the moment, secured and largely pacified his holdings. Though his position is a tenuous at best, the large body of fSS and Wehrmacht soldiers at his beck and call ensures Steiner's continued rule.

There is nothing more fine in this world than a column of men marching in step. Nothing is as honest as a victory paid for in blood, nothing makes a man like a spirited battle, and nothing defines a nation like the quality of its soldiers! And it is clear to us that, out of all the scattered factions of the lands, our men are the best! It is time to put petty squabbles between the Wehrmacht and SS aside; it is time to unify the rest of the Fatherland in glorious battle, purchased honestly with our blood!

Trivia
The English translation of Angriffsgruppe Steiner, Attack Group Steiner, is obviously a reference to the rather memetic scene (viewable here) from the 2004 movie Downfall where Hitler is informed that Felix Steiner was not able to gather enough men for a counter-attack Hitler believed would reverse the tide of the war.
