The Department for Protecting the Public Security and Order, simply known as the Okhrana, is the secret police of Vyatka. Their main duty is to uphold the will of the Tsar and to eliminate dissidents, partisans and communists. The Okhrana can be unlocked using the national focus "Utilise the Okhrana" which also updates Vyatka's security law to "police". The Okhrana can be further influenced via the national focuses "Carte Blanche for Smyslovsky" and "Reign in the Okhrana" which are mutually exclusive.
