Muti can appear as leader of Italy, and can become leader if he is able to outmaneuver the other 4 members of the Quadrumvirate. Of the 4 leaders, Muti takes the least influence from Mussolini, instead being more influenced by the Futurist ideals of Gabriele D'Annunzio and the views of Harukichi Shimoi; as such, his take on fascism is far more left wing than any of the other 3 Duces. As such, he is more willing to grant rights to workers and women, as well as implement very limited democratic reforms,albeit more out of pragmatism as opposed to a genuine desire to reform. On the flip side, he is also the most militaristic of the 4 duces, holding the Roman model of the Citizen-Soldier and Japan's warrior traditions in high regard.
