Free City of Nizhny Novgorod

The Free City of Nizhny Novogorod is an independent city-state formed by Onega after it defeats the West Russian unifier. Nizhny Novgorod repurposes the Gorky Automobile Plant to produce and sell vehicles to its neighboring warlord states. Compared to what the plant was used for during Chernyakhovsky's raids, this use is far more productive.
