The Liebstandarte Heinrich Himmler is a state that appears in the event of a Reinhard Heydrich victory in the German Civil War. They control all core German land west of the river Rhine. Judging from the name, the unit likely serves as Heinrich Himmler's personal bodyguard, in the same way that Leibstandarte SS Adolf Hitler served as Hitler's guards. There is no way for Heydrich to annex the Leibstandarte Heinrich Himmler. Mohnke will simply reject any attempts to appeal to him and even if an assassination attempt against him is successful, it will already be too late, as Burgundy's flags are raised over the territory before it is annexed.
