The Oberkommando der Luftwaffe has a vast fleet of various aircraft that would make them a terrifying force, but these planes require fuel that they lack, because the Messerschmitt Factory and Oil Refinery of Regensburg were destroyed during the German Civil War. As a result, the Luftwaffe can't really take advantage of their aircraft and could leave them vulnerable to an invasion. Should Heydrich cover the Luftwaffe's shortcomings, he can turn them into a formidable air force that would easily gain air supremacy over Burgundy and grant a significant advantage to Heydrich.
