I’m not sure if Cornwall does have German settlers, maybe a small German population at best.

And Cornwall is de facto apart of the Kingdom of England, but they don’t hold any authority over it as the province is de facto administered by the Germans.

I will point out, that the answer to your second question, is in the government section of the article.

It’s basically a mere military administration with the highest ranking officer of the Cornwall Garrison, holding the highest military and civilian authority while receiving direct orders from Germania (Berlin).

As for your third question, I’m not exactly sure. Maybe in Germany or England’s focus trees.
