Regarding Categories and Wiki in general

Hello I've just read your heads-up. Sorry for my mistake. Also I have a couple of questions. I do not know where I should ask, so I do it here.

1. How can I rename a page? There are some articles of several countries use wrong names, and I'd prefer to fix them.

2. In the Content policy is said that generals and admirals (most of them at least) do not need to have its own article. Who can remove them? I could do it but I have neither rights or permissions.
