Wolf-Heinrich Graf von Helldorf is the incredibly corrupt Deputy Reichskommissar of Reichskommissariat Moskowien. Rising in the party after he organized the Kristallnacht, he was a close friend of Joseph Goebbels, and killed him out of mercy after he was shot by Russian partisans, then blamed Goebbels' death on the SS.
