Wolf-Heinrich Graf von Helldorf is the incredibly corrupt Deputy Reichskommissar of Reichskommissariat Moskowien. Rising in the party after he organized the Kristallnacht, he was a close friend of Joseph Goebbels, and killed him out of mercy after he was shot by Russian partisans, then blamed Goebbels' death on the SS. In the Moskowien Dissolution, he leads the Notfallverwaltung Paulusburg, and seeks to reshape Moskowien into what he calls "Heaven".
