Alberto Gallinal Heber (born 4 November 1909) is a Uruguayan politician who is a member of the National Party.
A long-time member of the National Party, Heber was one of the founders of the Unión Blanca Democrática (UBD), a faction within the party. However, Heber later went on to split from the UBD, founding his own faction, the Movimiento Nacional de Rocha (MRN).
