If one enables Debug mode and clicks the "Place Free Milk Taps in Every Corner in Uruguay" decision, Uruguay will change its ideology to Esoteric Nazism and Domingo Tortorelli (whose very eccentric political platform promised to do the aforementioned act, among other things) will become the country's leader. His description will call the player out for wasting their time changing Uruguay's ideology, and tell them to do something more productive, or at least, something less undignified. Similar to how if one changes the Independent State of Croatia to said ideology, this was likely done as a joke.
