A League of Chinese warlords headed by the current Republic of China. While hated, Gao can prove his legitimacy as the true China if he can convince the warlords to not side with the National Protection Army and can prove that the NPA are mere extremists. All the while Japan looms.
If China succeeds in defeating the National Protection Army, the faction will be dissolved and China will rejoin the Greater East Asia Co-Prosperity Sphere
