The Legislative Council is the unicameral legislature of the State of Guangdong, comprising the total of 100 appointed members. It serves as a GUI for Guangdong's voting mechanics.

Politics

The Legislative Council closely resembles the lower house of the Japanese National Diet, the House of Representatives. However, Guangdong runs under a non-partisan system. As such, the Legislative Council has no political parties and its members align themselves in various factions instead. The members of the Legislative Council are important businessmen appointed by the Chief Executive. At the game start, the Legislative Council comprises of 5 main different factions of corporates. The largest faction is Suzuki's administration, followed by Yasuda, Fujitsu, Matsushita and Sony. The Legislative Council is riddled with corruption, having common instances of seats being sold and members accepting kickbacks to support a faction's ordinance. Faction loyaltly of the Legislative Council is not guaranteed, as members can be easily swayed with bribery from a rivaling faction.

The Legislative Council conducts the voting and passing of ordinances, sponsored by a faction within the Legislative Council. In addition, the Legislative Council is also able to conduct a vote of confidence of the Chief Executive of Guangdong. The voting period of an ordinance is 30 days. On extraordinary sessions, it can be reduced to 10 days. The Legislative History can also be viewed at the bottom right of the GUI, showing the history of ordinances proposed in the Legislative Council. Ordinances can be amended via foci or event. For event, it is typically from a faction promising support for an ordinance in exchange of amending it to their advantage or via corrupt means. To gain support for an ordinance, players have the option to bribe a faction and gain a few votes or buy seats from a faction.

In the Ibuka Persistence ending, the Legislative Council is abolished by Fujitsu. This effectively allows Ibuka and Fujitsu to rule Guangdong with virtually no opposition.
