Wegener will only show up if Reinhard Heydrich wins the German Civil War. If the player opted to save Hans Speidel, they will be able to recruit Wegener.
Trivia
In real life, Wegener was born in what would become East Germany. After defecting to West Germany, he became a police officer who, after witnessing the botched attempt to rescue hostages during the 1972 Munich Olympics (in what later became known as the Munich massacre), was assigned to create the elite counter-terrorism unit known as the GSG 9 - as such units were relatively unheard of at the time, he trained with the Special Air Service and Sayeret Matkal.
