The Black League (Chernaya Liga/Чёрная Лига) is the ruling authority of Omsk. It is initially led by Dmitry Karbyshev who is the oldest head of state in The New Order that dies shortly after the game begins. Dmitry Karbyshev is represented to be ultranationalist.

Black League/Chernaya Liga/Чёрная Лига promotes fervent anti-Germanism and seeks to reacquire Russia's lost territories such as Reichskommissariat Moskowien and Reichskommissariat Kaukasien. This theoretical war against Germany referred to as the "Great Trial" will likely result in nuclear Armageddon.
