Reichskommissariat Kaukasien

Reichskommissariat Kaukasien (also spelt Kaukasus) is a colony of the Greater Germanic Reich comprised of most of the North Caucasus (formerly part of the Russian SFSR), the entirety of the former Azeri SSR and most of the Georgian SSR. It is a largely mountainous region, with plains in the north. Kaukasien is rich in natural resources and, as such, is used as an oil colony by the Germans. Kaukasien is bordered by Reichskommissariat Moskowien to the north, the Republic of Turkey and the Imperial State of Iran to the south.

The colony is led by Reichskommissar Fritz Bracht.

Economy

Kaukasien's economy is influenced by its large oil industry with Kontinentale ÖI AG as the primary force behind it through its subsidiary Öst Öl GmbH. The Supervisory Board of both corporations includes the Reich Economics Minister himself to oversee these operations, as Kaukasien itself is a reliable pipeline of oil sent to Germany proper. Finally, economic management in the region is overseen by a joint Wehrmacht and Four Year Plan organization called the Economic Inspectorate though the SS has a strong hold over it in it's role in protecting German oil operations.

Military

The Wehrmacht maintains a considerable presence in the colony through its involvement in economic development, employing a mix of native and German volunteers.

Politics

Reichskommissariat Kaukasien is led by Reichskommissar Fritz Bracht, a former Gauleiter and Reich Governor of Upper Silesia. The primary purpose of Kaukasien is to extract as much oil as possible for the Reich. Another significant aspect of Kaukasien is its use of native collaborators, who enjoy considerable representation in the Caucasian Committee, an organization formed to represent their interests and oversee local elections. Such an arrangement has served to keep Kaukasien under German control, although the reliability of the collaborators depends on the Reich's demands for oil.

Hitler did not invade the Caucasus in 1942 for their territory or their population; the Germans couldn't be more indifferent towards either. It was for what lay beneath the Caucasian lands; the endless riches from the Earth that fueled the German economy. If Ukraine is the breadbasket of the Reich and Moskowien it's workshop, then Kaukasien is its Gold Mine - Though the gold here is not yellow, but black. And when there is Black Gold, there are Red Sands.

So different is the policy of the Germans implemented in Kaukasien, one would think it was written by the same men as the rest of the Ostpolitik. The same ones who butchered Ukraine and Moskowien had a different target in Kaukasien: it's soil, not it's peoples.

National Committees exist in the former SSRs, and Regional Committees in the former ASSRs. Above them stand a federal Caucasian Committee, however, those below have proven unwilling to surrender the prerogatives to it. Mayors and village elders are elected, although on a non-partisan basis and from a pool of pre-approved candidates. This Caucasian arrangement has functioned for the past 20 years, even if some on the Committees are not as agreeable as the Germans would like. But one thing is certain: if they stand between the Germans and their oil, they will go into the ground and the oil will keep coming out.

Founded as a public-private partnership in which the Government holds all the voting rights and German firms supply the capital, Konti Öl has become more than just a corporation, but also a showpiece of Germany's conquest. The membership list of the Supervisory Board is a who's who of the European economy, its Chairman the Reich Economics Minister himself. If once the IG Farben's Supervisory Board was undisputedly called the Council of the Gods, now it has a competitor for the title.

The subsidiary in Kaukasien, Öst Öl GmbH, is the main cog in Konti Öl's machine. The Reichskomissariat exists to ensure it has the conditions to operate undisturbed, so long as the contributions from Ost Öl to its budget make up for the tax revenue lost to the Committees.

After Arno Schickedanz's retirement in 1953, Theodor Oberländer took over Kaukasien. But with the Executed Spring, Hitler wanted a tested Party leader to take over, and so Gauleiter and Reich Governor of Upper Silesia Fritz Bracht replaced Oberländer. From his domain, dozens of senior civil servants and Party functionaries flocked to Kaukasien. Together they represented the Silesian Clique and dominate the politics and administration of the Reichskommissariat.

The Wehrmacht has maintained a special position in Kaukasien since the end of the war. The economic management, being so crucial to the Reich was never turned over to the Reichskommissariat, but remained under the auspices of a joint Wehrmacht and Four Year institution, the Economic Inspectorate.

But the Black Gold is guarded by the Black Guard, the third force in the mix. The SS controls the police and state apparatus, as in other RKs, but has developed a strong hold over the Economic Inspectorate after Rudi Peuckert, an SS man, was appointed its commander - and the SS is quite keen to keep it this way.
