Representing Michigan's 5th congressional district seat from 1949, following commission in the Naval Reserves, He has remained a ambitious and proactive member of the party tailoring a career based on being a negotiator and a reconciler, and the record show it: he has not written a single piece of major legislation in his entire career in spite of this he has voted positively on several liberal pieces of legislation

Gerald Ford is Wallace F. Bennett's running mate in the latter's 1964 Presidential campaign and becomes Vice President should Bennett win. Otherwise, he becomes Speaker of the House of Representatives; if President George Wallace is impeached and replaced by Curtis LeMay, Ford becomes America's head of government.
Trivia
Gerald Ford is explicitly confirmed by the developers as one real-life President who cannot become President in TNO. In real life, Ford only became president due to Richard Nixon resigning from office, something that cannot happen to President Bennett or LeMay.
