Yugra, officially the Thief Territory of Yugra, is a Russian warlord state located in Western Siberia. It borders Vorkuta to the north, the Free Aviators to the east, Zlatoust and Sverdlovsk to the south and Ukhta and the Order of Saint George to the west.

History

Yugra was founded following the escape of the Vory V Zakone criminal gang from the Vorkuta Gulag in the north. Refusing to break the criminal code and cooperate with the guards following the collapse of the Soviet Union, a set of violent skirmishes occurred before the gang now lead by Georgian mafioso Jaba Ioseliani, who escaped to found a criminal run territory out of Yugra. The state became a lawless land ruled by criminal syndicates and proved to be a major hub for the black market. Their flag contains two symbols often associated by the Russian mafia: a star and a cat.

Yugra is a client state of Zlatoust, haven made a deal for protection in exchange for weapons out of the weapon trading empire of Dragunov, much to the dismay of those within the criminal hierarchy who viewed this as a betrayal of the criminal code which Yugra was initially founded on.

Despite finding initial success in their goals, the forces loyal to Vorkuta's Gulag administration had pushed the criminal state away from the Arctic Coast around Vorkuta, leading to the choice of Yugorsk being the capital.
